OWNER REPRESENTATION

 

INDEPENDENT OVERSIGHT. CLEAR REPORTING. CONTROLLED DELIVERY.

Owner representation provides an independent layer of technical and project oversight between the yacht, shipyard, contractors and Owner.

The role is not to duplicate the Captain, shipyard or technical specialists.

It is to protect the Owner’s interests by maintaining clear visibility of:

  • Scope
  • Programme
  • Budget
  • Change
  • Technical quality
  • Risk
  • Contractor performance
  • Commissioning
  • Final acceptance

The objective is straightforward

Problems should be identified early, their implications understood and the Owner presented with clear information and realistic options.


PROJECT OVERSIGHT

OPUS can support the Owner from initial planning through refit, commissioning and redelivery.

Typical responsibilities include:

  • Review of proposed Scope of Work
  • Shipyard and contractor quotation review
  • Budget and programme assessment
  • Project planning and milestone control
  • Progress verification onboard
  • Variation and supplementary-work review
  • Risk and issue tracking
  • Contractor-performance monitoring
  • Class and technical interface follow-up
  • Quality inspections
  • Commissioning and sea-trial attendance
  • Punch-list management
  • Final technical and commercial close-out

INDEPENDENT PROGRESS VERIFICATION

Project reports should reflect what is actually happening onboard.

Progress is therefore verified against:

Physical completion

  • Approved scope
  • Programme milestones
  • Contractor reports
  • Commercial status
  • This provides the Owner with an independent view of whether work is:
  • On programme
  • Behind programme
  • Ahead of programme
  • Within budget
  • Subject to additional cost
  • Technically complete
  • Awaiting testing or acceptance

COMMERCIAL OVERSIGHT

Major yacht refits frequently generate supplementary works.

Every additional work package should be controlled before execution wherever practicable.

This includes:

  • Confirmation of technical requirement
  • Review of proposed repair method
  • Contractor quotation review
  • Comparison of alternative solutions
  • Programme impact
  • Cost impact
  • Approval status
  • Variation tracking
  • Final completion verification

The purpose is not to obstruct necessary work.

It is to ensure that additional cost is understood, justified and approved.


TECHNICAL COORDINATION

The Owner’s Representative does not replace the naval architect, engineer, Class surveyor or specialist contractor.

The role is to ensure that the correct technical authority is involved, that recommendations are understood and that technical decisions are translated into controlled project actions.

This may involve coordination with:

  • Naval architects
  • Marine engineers
  • Class surveyors
  • Flag representatives
  • NDT specialists
  • Coating inspectors
  • Propulsion specialists
  • Electrical contractors
  • Hydraulic specialists
  • Manufacturers
  • Shipyard departments
  • Independent surveyors

REPORTING TO THE OWNER

Reporting should be concise, factual and decision-focused.

A typical Owner report may include:

  • Progress summary
  • Programme status
  • Budget / commercial position
  • Approved and pending variations
  • Technical issues
  • Risk and mitigation
  • Contractor performance
  • Decisions required
  • Commissioning status
  • Forecast redelivery

Photographic records can be included where useful to support technical and progress reporting.


PROJECT CLOSE-OUT

At completion, the Owner should receive more than a final invoice.

A structured close-out should include:

  • Completed Scope of Work
  • Outstanding / warranty items
  • Punch-list status
  • Final commercial position
  • Commissioning records
  • Sea-trial records
  • Contractor technical reports
  • Class / survey documentation
  • Photographic project record
  • Final project report
  • Lessons learned

This creates a permanent record of the works completed and supports future maintenance, warranty, insurance, resale and valuation.
